The Park and Recreation Commission held it’s meeting on Tuesday October 16, 2007 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

MINUTES
MaryAnn Curtin made a motion to approve the minutes from the September 11, 2007 meeting with the addressed changes being made.  Chris Burke seconded.

VISITORS

Matt Caruso - Salem Jazz & Soul Festival submitted a proposal for August 2008 and highlighted the 2007 Festival.
He said their was a great effort by alot of people to help make their event a success.  
They are requesting August 15 - Salem Willows shell for a concert from 6:00 - 8:00 p.m.
August 16, (August 17 rain date) Salem Willows Shell for Fesitval concert 11:00 a.m. - 6:30 p.m. to include surrounding area and pavilions for the day, with an appropriate amount of time before and after the concert for both set-up and breakdown
August 17, Salem Willows shell for a concert 1:00 p.m. - 4:00 p.m. (seperate concert should rain date not be necessary)
also would like approval for non- food related vendors selling arts and crafts August 16, and raindate August 17th.

$31,000.00 gross made
$2,500.00 back to the City
11,000.00 in account to date

Mary Ann Curtin would like a list of the types of vendors and all vendors be submitted.

James Shea made a motion to approve the request for the Jazz and Soul Festival for August 16, & 17.  Chris Burke seconded.

Doug Bollen will go over the fees with Mr. Caruso with permits being submitted.

David Hart 104 Federal Street - He attended the Open Space meeting.  He would like the support of the Commission, and Doug Bollen to have a 501C3 to have a fund a  Friends of Salem Parks, like the Friends of Boston Public Garden.  They can accept money for 10+ years and it can't be touched by the City.  It will be for Parks and Open Space only. They will need an organization to create a 501C3 and set some bylaws.  Dr. Curtin would like to know who would be in this organization.  He would like to have a meeting regarding this and see how they are going to make this happen.  The Commission says it sounds like a great idea.  Dr. Curtin applauses Mr. Hart's efforts.  Chris Burke said this organization will get funds easier than giving it to the Park/City.    Councilor Sosnowski says theres Nothing but benefits for everybody.

Pioneer Village report was handed out.  Filed

Finance Report
Golf Course - Witch House updates balances - hand out.
Golf Course will stay opened till December 1st.

Mack Park RFP  - Proposals came from Leslie Tuttle and Ruth Wall's proposal was attached to that.  Dr. Curtin said these proposals are not what the Commission asked for.  Mary Ann said they need more details, have them bring more clarification for next meeting.  There are a lot of questions that need to be answered.

Dog Park Pass idea?  charge 25.00 for a pass all funds go toward maintance of park.
Furlong Park -older kids hitting balls over the fence and hitting the houses.  
Chris Burke made a motion to put up a sign stating "Use for little league Only per order of Supt. Doug Bollen"  Doug Bollen will look into the league age appropriate for that park and post it.  James Shea seconded.

Pool Repairs needed - resurfacing, it is loosing water and the water is going through the light fixtures.  Doug Bollen had some work done it cost $3500.00.

Golf Consultant quotes were presented to the Commission and they will look them over and would like to see some references from these people.  The Commission agreed to come visit this again in January.

Forest River Pool Survey was handed out.

Dr. Curtin asked if the students from the Vocational School would be willing to do the labor for the renovations to be done at the bathhouses at the Pool.

Park and Recreation Awards night December 4, 2007 - Dicussion next meeting.

Camp Naumkeag - Declaration of restrictive Covenants - proposed to the Council to deed over the control to the Park and Recreation Commission.  The Commission needs to look it over to see if it meets with their approval.  This will insure that the property will be a recreational facility and open space for recreational l use. The Commission will look over this for next meeting.

MaryAnn Curtin made a motion to approve the Declaration of Restrictive Convenants.  Chris Burke seconded.

Tom O'Shea is building a softball field at Gallows Hill.

DATE OF NEXT MEETING

The next Park and Recreation Commission meeting will be held on Tuesday November 20, 2007 at the Park and Recreation Community Center located on Broad Street.
